Germany & Gradido -
Research dossier for a new future
In 2025, the Federal Republic of Germany faces fundamental social, economic and ecological challenges that highlight the potential for alternative economic models such as Gradido. This comprehensive research dossier analyzes the current situation and identifies starting points for transformative change.

Germany's overall economic and political situation
Economic weakness and structural problems
Germany is in a phase of economic stagnation in 2025. GDP growth is between 0.0% and 0.3%, making Germany one of the weakest economies in the eurozone. This development is being exacerbated by several factors: the announced US tariffs are weighing on the export-oriented German economy, while structural challenges such as bureaucracy, high energy costs and demographic change are limiting growth potential.Bundesbank+3
The trend in industry is particularly worrying. Companies such as ZF Friedrichshafen are announcing massive job cuts, while at the same time some sectors such as the defense industry are booming. These shifts illustrate the structural change that has gripped Germany.statista
Social mood and political challenges
The social mood shows clear signs of dissatisfaction and concern. In a representative survey, 29% of respondents identified migration and asylum as the main problem, 25% named the economic situation and 20% inflation and the high cost of living as the biggest challenges. Particularly alarming is the increasing distance from democracy among young people, who are turning away from traditional political structures.Bundesbank
The political system is struggling with a loss of trust in the state's ability to solve problems. Four out of ten companies feel that their autonomy and personal responsibility are thwarted by too much state control. This development creates space for alternative approaches to social organization and the distribution of values.Bundesbank
Distribution of wealth and poverty in Germany
Extreme concentration of wealth and income
Germany's inequality statistics reveal a dramatic picture of social division. The richest 10% of households own 56% of total wealth, while the less wealthy half of the population owns only 2.5% of total net wealth. In terms of income, the top 1% controls around 35% of total net wealth.datev-magazine+2

Persistent east-west differences
More than three decades after reunification, serious regional inequalities persist. At an average of 150,900 euros, East German households only reach 43% of the West German wealth level. Wages in eastern Germany are still almost 30% below the level in western Germany. This discrepancy increases with age: while the difference in wealth for 21 to 25-year-olds is only 5,000 euros, it reaches 133,000 euros for 76 to 80-year-olds.datev-magazine+3
Poverty as a growing challenge
The poverty rate in Germany has reached a new high: 17.8% of people live in poverty, 11.3% even in severe poverty (less than 50% of the median income). The unemployed, mini-jobbers, East Germans, women, single parents, people with a migration background and the low-skilled are particularly affected. The regional distribution also shows major differences: While Bavaria only has a poverty rate of 11.8%, it is 25.9% in Bremen and 22.3% in Saxony-Anhalt.zew+1
Labor market, skills shortage and social mobility
Critical skilled labor situation
Germany leads the global ranking for skills shortages: 86% of companies are struggling to find talent, well above the global average of 74%. In March 2025, over 387,000 vacancies for qualified workers could not be filled. By 2028, there is expected to be a shortage of 768,000 skilled workers. The situation is particularly dramatic in the STEM subjects, where in NRW, for example, only 37% of the math teacher requirement, 26% in chemistry and only 5% in computer science can be covered by 2030/31.statista+3
Blocked social mobility
Germany loses 24.9 billion euros in GDP every year due to a lack of equal opportunities. 292,000 workers are missing from the labor market due to social immobility. The statistics are sobering: it takes an average of five generations for children from low-income families to reach the average income. Children from academic families start university 80% of the time, compared to only 25% for non-academic children.bpb+1
Bureaucracy, corruption and political structures
Bureaucratic overload in the economy
German bureaucracy has become a problem that threatens the existence of companies. 95% of companies report increased bureaucratic requirements in the last three years. The annual bureaucratic costs for the economy have grown from 50 to 66.6 billion euros since 2018. Young companies spend an average of 9 hours per week on legally prescribed administrative tasks. In 22% of small companies, a large proportion of bureaucracy is classified as "existence-threatening".boeckler+2
Corruption and transparency deficits
Germany has slipped from 12th to 15th place in Transparency International's corruption index - a "worrying trend".statistics portal+1
Lobbying and exerting influence
At 40 million euros, the financial sector spends the most on lobbying, with the German Insurance Association (GDV) alone spending 15 million euros on 93 registered lobbyists. 45% of those surveyed consider the lobbying influence on German politics to be greater than on EU politics. Critics complain that financially strong trade associations wield too much power, while less influential groups find it difficult to assert their interests.star+2
Cultural strengths: Volunteering and civic engagement
Strong civil society as a foundation
Germany has an exceptionally strong civil society: 28.8 million people (40% of the population aged 14 and over) are involved in voluntary work - an increase from 30% in 1999. This level of involvement has risen significantly and shows the continuing willingness of Germans to take responsibility for the community.diw
Club life as a social kit
Club life forms the backbone of German society. The German Olympic Sports Confederation alone has over 90,000 member clubs with more than 28 million members. In total, there are hundreds of thousands of clubs in the areas of sport (13.5% commitment), culture and music (8.6%), social affairs (8.3%) and education (8.2%). These structures create spaces for encounters, cohesion and social participation regardless of origin, age or social background.diw+2
Civil protection and disaster control
1.76 million people (3% of the population) are involved in civil protection and disaster control - a rate that has remained constant since 1999. However, only a third of operational organizations state that they have enough members. Climate change is significantly increasing the requirements due to more frequent and longer deployments.boeckler+1
Neighborhood help and local solidarity
Around a third of Germans are involved in neighborhood help. There are 28 neighbourhood help organizations in the district of Regensburg alone. These structures offer a wide range of support: from visiting services and household help to driving services for elderly people or single parents.handelsblatt+1
Education system: unequal opportunities and structural deficits
Declining educational performance and high inequality
The German education system is showing worrying trends: the PISA results of German pupils have been falling continuously since the early 2010s. At the same time, educational inequality is extremely high. A child from a single-parent family without a high school diploma from the lowest income quarter with a migrant background has only a 21.5% chance of attending a grammar school, while privileged children have over 80% of this opportunity.bpb
Dramatic shortage of teachers
The shortage of teachers has reached dramatic proportions: there is currently a shortage of over 12,000 teachers, which could rise to 25,000 by 2025. Pessimistic forecasts predict a shortage of 115,000-177,000 teachers by 2035. Half of all schools were unable to fill at least one vacancy in 2023, and two thirds employ lateral entrants without regular teacher training.studysmarter+2
Educational disadvantage and migration
Children with a migrant background are systematically disadvantaged: They attend kindergarten less often, are overrepresented at Hauptschulen and underrepresented at Gymnasien. Of those with a migrant background who registered as interested in training, only 35-39% enrolled in dual training, compared to 54% of people without a migrant background. In rural regions with a low proportion of migrants, pupils with insufficient knowledge of German are increasingly referred to special schools - a form of institutional discrimination.wsi+2
Healthcare system and social security
Crisis of confidence in the healthcare sector
The German healthcare system is experiencing a serious crisis of confidence. Only 50% of Germans still rank it among the three best systems in the world - the worst figure since 2014. People over the age of 55 are particularly critical of the development, with only 40% of them still considering the system to be world-class. The main problems: Skills shortage (65%), affordability (56%) and supply deficits in rural areas (49%).deutschlandfunk+1
Exploding costs and contribution burden
SHI expenditure exploded from 205.5 billion euros (2014) to 326.8 billion euros (2024) - an increase of 60% in ten years. Despite 60 billion euros more in contributions since 2021, there was a historic jump in contribution rates in 2025: the additional contribution rose by 1.21 percentage points to 2.91%. 59% of citizens are skeptical about the hospital reform.deutschlandfunk+1
Nursing crisis in rural areas
Demographic change is dramatically exacerbating the care situation: by 2060, one in four Germans will be over 60 years old. Three quarters of those in need of care will be cared for at home, but the situation is getting worse in rural areas in particular. Long distances, lower population density and higher per capita costs make it difficult to provide the same level of care. The shortage of staff and specialists is the biggest challenge for demand-oriented care structures in rural regions.bamf+2
Old-age poverty and the pension system
The German pension system is facing structural challenges. After 2030, the balance between the contribution rate (should not rise above 22%) and the pension level (should not fall below 43%) will be increasingly disturbed. Poverty in old age will increase, especially in eastern Germany, where people are retiring who were unemployed for a long time after reunification. People with reduced earning capacity are often at risk of poverty, as their insurance benefits may be below the basic security level.statista
Volunteering and care work
High social esteem, structural challenges
Voluntary work enjoys a high level of social recognition in Germany. 85% of the organizations active in civil protection would like their activities to be carried out independently but financed by the state. However, public funding only accounts for 8% of income - the most important source of funding is membership fees.boeckler+1
Underrepresentation of certain groups
Despite the strong culture of commitment, there are structural deficits: women make up only 20% of members across all aid and volunteering organizations. People with a migration background and people with disabilities are also underrepresented. The compatibility of volunteering and work as well as filling management positions is becoming increasingly difficult.boeckler+1
Care work and gender equality
Unpaid care work is predominantly performed by women and is little recognized by society. Mothers of eight-year-old children consider a working week of 30.2 hours to be ideal, but actually only work 24.6 hours. If mothers could work to the desired extent, this would correspond to 645,000 full-time employees - an enormous untapped potential.datev-magazine+1
Innovation, digitalization and alternative economic models
Openness to change
The German population is generally open to innovations and digital solutions, albeit with regional and generational differences. 62% of respondents see more doctors in private practice as the main way to improve rural healthcare, while digital applications play a subordinate role with only 13%. This attitude reflects pragmatism rather than a fundamental hostility to innovation.deutschlandfunk
Existing alternative economic forms
Germany already has a variety of approaches to alternative economic forms. Cooperatives, barter systems, time banks and local currency projects exist in various regions, even if they have not yet achieved broad social penetration. The strong culture of associations and the pronounced voluntary commitment create favorable conditions for cooperative and participatory solutions.
Sustainability awareness
There is an awareness of sustainability and ecological challenges, but this is not a priority when it comes to acute economic concerns. Only 4% of companies name sustainability as an urgent priority. This indicates that alternative economic models must combine their ecological advantages with concrete economic and social solutions to current problems.federal ministry of finance
Agriculture and food sovereignty
Structural change and challenges
German agriculture is undergoing profound structural change, which is being shaped by demographic developments, climate change and changing consumer preferences. Smaller farms are under increasing pressure, while at the same time awareness of regional value creation and sustainable production methods is growing.
Organic farming and direct marketing
Organic farming and direct marketing are gaining in importance, but are not yet reaching the masses of consumers. Community-supported agriculture and cooperatives are increasingly emerging, but remain niche projects. However, these developments show the potential for alternative forms of organization in food production.
Regional supply structures
Strengthening regional supply structures is increasingly being recognized as an important goal, especially in light of experiences with disrupted global supply chains. Weekly markets, farm stores and regional marketing communities are becoming increasingly popular and create the basis for more resilient food systems.
International dimension and global commitment
EU integration and European solidarity
Germany is deeply integrated into European structures, with migration from EU countries playing an important role in the labor market. 580,000 EU citizens migrated to Germany in 2023. This European dimension could present both opportunities and challenges for the implementation of alternative economic models.media service integration
Development cooperation and global responsibility
Germany sees itself as an important player in international development cooperation. NGOs, UN organizations and other international players help shape the social debate on global justice. This attitude could create a favorable environment for innovative approaches such as Gradido, which offer global solutions to local problems.
Migration as a social challenge and opportunity
Migration is seen as the main problem by 29% of the population, but at the same time offers potential solutions to the shortage of skilled workers. The challenge lies in successfully shaping integration and utilizing the potential of people with a migration background. Alternative economic models could offer inclusive solutions here.Bundesbank
Potential and hurdles for Gradido in Germany
Greatest potential
The analysis shows several areas with particular potential for Gradido:
Social justiceThe extreme inequality in wealth and income creates a broad basis for alternative distribution models. With a poverty rate of 17.8% and only 2.5% wealth share of the poorer half, there is an enormous need for action.datev-magazine+1
Reducing bureaucracyThe overload of bureaucracy affects 95% of all companies. A system like Gradido, which focuses on simplification and direct participation, could offer solutions here.boeckler
Culture of volunteeringWith 40% volunteers and strong association structures, a culture of community orientation already exists. This could serve as a basis for the implementation of a community-based economic system.diw
Care workThe structural underfunding and lack of recognition of care work could be addressed by Gradido's approach of rewarding all socially valuable activities.
Main hurdles
System inertiaDespite obvious problems, established structures show great persistence. The skepticism towards the hospital reform (59% skeptical) indicates reform fatigue.deutschlandfunk
Trust in institutionsThe loss of trust in state institutions and the problem-solving skills of politicians could be both an opportunity and a hurdle. 60% have little trust in politics when it comes to healthcare.news program
Complexity of the federal structureGermany is federally organized with a complex distribution of responsibilities between the federal, state and local authorities. This makes it difficult to implement new systems uniformly.
Lobbying and interest groupsStrong interest groups with considerable financial resources (GDV alone spends EUR 15 million on lobbying) could resist systemic changes.ifo
Possible pilot steps for Gradido in Germany
Regional approaches
Structurally weak regionsEspecially in structurally weak rural areas of eastern Germany, where traditional economic models are failing, Gradido could be piloted as a supplement to the existing economy. The lower economic power and greater openness to alternatives create favorable conditions.
Municipal levelSmall to medium-sized municipalities (5,000-20,000 inhabitants) offer manageable structures for pilot projects. The strong local identity and short communication channels facilitate the introduction.
Sectoral approaches
Care areaRewarding care activities, neighborhood assistance and volunteer work through Gradido could be of interest to the 1.76 million people involved in civil protection and the millions of family caregivers.boeckler
Education sectorWith 12,000 missing teachers and 387,000 unfilled qualified positions, Gradido could create alternative incentive structures for education and care work.federal ministry of economics+1
Cooperation with existing structures
AssociationsThe more than 90,000 sports clubs and hundreds of thousands of other clubs could act as multipliers and pilot organizations. Their established structures and trust in the population would be valuable resources.the-paritaetic
CooperativesExisting cooperative structures could serve as a bridge for Gradido principles, as they already practice cooperative economic forms.
Social innovationsLinking with existing social innovation projects and the federal government's engagement strategy could create institutional support.boell
Conclusion and recommendations
In 2025, Germany will be facing a bundle of interwoven challenges: extreme social inequality, demographic change, a shortage of skilled workers, bureaucratic overload, climate change and a loss of trust in established institutions. This problematic situation also creates a breeding ground for alternative approaches such as Gradido.
Germany's particular strengths - a strong civil society, a strong culture of volunteering, federal structures with local self-government and a fundamental openness to innovation - offer favorable conditions for systemic experiments. At the same time, the identified hurdles require a well thought-out, step-by-step approach.
This results in clear recommendations for action for the Gradido team: Start with small, manageable pilot projects in structurally weak regions or in the care sector, use existing networks and association structures as multipliers, and demonstrate concrete solutions to people's most pressing problems. The time is ripe for fundamental change - all it takes is the courage to break new ground.
